The killing and entombment of the royal servants is of the highest anthropological interest, for it throws a vivid light upon the manners of the time. The king was dead. But yet how could one really die? Shadows, dreams, and all kinds of phenomena which the primitive mind could not explain induced the belief that, though the outer man might rot, there was an inner man which could not die and still lived on. And where should this inner man still live on but in the tomb to which the outer man was consigned? And here, doubtless it was believed, in the house to which the body was consigned, the ghost lived on. And as each ghost had his house with the body, so no doubt all ghosts could communicate with one another from tomb to tomb; and so there grew up the belief in a tomb-world, a subterranean Egypt of tombs, in which the dead Egyptians still lived and had their being. Over this dread realm of dead men presided a dead god, Osiris of Abydos.
Now none could live without food, and men living under the earth needed it as much as men living on the earth. The royal tomb was thus provided with an enormous amount of earthly food for the use of the royal ghost. Royal slaves were needed to take care of all this provision, and to serve the ghost of the king. Ghosts only could serve ghosts, so that of the slaves ghosts had to be made. That was easily done; they died when their master died and followed him to the tomb. No doubt it seemed perfectly natural to all concerned, to the slaves as much as to anybody else. But it shows that an animate thing was hardly distinguished at this period from an inanimate thing. The most ancient Egyptians buried slaves with their kings as naturally as they buried jars of wine and bins of corn with them. Both were buried with a definite object. Of the sanctity of human life as distinct from other life, there was probably no idea at all. The royal ghost needed ghostly servants, and they were provided as a matter of course.
But as time progressed, the ideas of the Egyptians changed on these points, and in the later ages of the ancient world they were more humane, far more so than the Greeks, in fact. The cultured Hellenes murdered their prisoners of war without hesitation. Who has not been troubled in mind by the execution of Mkias and Demosthenes after the surrender of the Athenian army at Syracuse? When we compare this with Grant's refusal even to take Lee's sword at Appomattox, the difference is striking. But the Egyptians of Gylippus's time were probably more humane than the Greeks as well. When Amasis had his rival Apries in his power, he did not put him to death, but kept him as his coadjutor on the throne. Apries fled from him, allied himself with Greek pirates, and advanced against his generous rival. After his defeat and murder at Momemphis, Amasis gave him a splendid burial. When we compare this generosity to a beaten foe with the lack of it shown by the Assyrians, for instance, we see how far the later Egyptians had progressed in developing a respect for the lives of others.

Considering the difficulties which men have had to hold to a newly acquired state, some might wonder how, seeing that Alexander the Great became the master of Asia in a few years, and died whilst it was scarcely settled (whence it might appear reasonable that the whole empire would have rebelled), nevertheless his successors maintained themselves, and had to meet no other difficulty than that which arose among themselves from their own ambitions.
I answer that the principalities of which one has record are found to be governed in two different ways: either by a prince, with a body of servants, who assist him to govern the kingdom as ministers by his favor and permission; or by a prince and barons, who hold that dignity by antiquity of blood and not by the grace of the prince. Such barons have states and their own subjects, who recognize them as lords and hold them in natural affection. Those states that are governed by a prince and his servants hold their prince in more consideration, because in all the country there is no one who is recognized as superior to him, and if they yield obedience to another they do it as to a minister and official, and they do not bear him any particular affection.
The examples of these two governments in our time are the Turkish Monarchy and the King of France. The entire monarchy of Turkey is governed by one lord, the others are his servants; and, dividing his kingdom into Sanjaks, he sends there different administrators, and shifts and changes them as he chooses. But the King of France is placed in the midst of an ancient body of lords, acknowledged by their own subjects, and beloved by them; they have their own prerogatives, nor can the king take these away except at his peril. Therefore, he who considers both of these states will recognize great difficulties in seizing the state of the Turk, but, once it is conquered, great ease in holding it. The causes of the difficulties in seizing the Turkish Kingdom are that the usurper cannot be called in by the princes of the kingdom, nor can he hope to be assisted in his designs by the revolt of those whom the lord has around him. This arises from the reasons given above, for his ministers, being all slaves and bondmen, can only be corrupted with great difficulty, and one can expect little advantage from them when they have been corrupted, as they cannot carry the people with them, for the reasons assigned. Hence, he who attacks the Turkish must bear in mind that he will find him united, and he will have to rely more on his own strength than on the revolt of others; but, if once the Turkish ruler has been conquered, and routed in the field in such a way that he cannot replace his armies, there is nothing to fear but the family of this prince, and, this being exterminated, there remains no one to fear, the others having no credit with the people; and as the conqueror did not rely on them before his victory, so he ought not to fear them after it.
The contrary happens in kingdoms governed like that of France, because one can easily enter there by gaining over some baron of the kingdom, for one always finds malcontents and such as desire a change. Such men, for the reasons given, can open the way into the state and render the victory easy; but if you wish to hold it afterwards, you meet with infinite difficulties, both from those who have assisted you and from those you have crushed. Nor is it enough for you to have exterminated the family of the prince, because the lords that remain make themselves the heads of fresh movements against you, and as you are unable either to satisfy or exterminate them, that state is lost whenever time brings the opportunity.
Now if you will consider what was the nature of the government of Darius, you will find it similar to the Turkish Kingdom, and therefore it was only necessary for Alexander first to overthrow him in the field, and then to take the country from him. After which victory, Darius being killed, the state remained secure to Alexander, for the above reasons. And if his successors had been united they would have enjoyed it securely and at their ease, for there were no tumults raised in the kingdom except those they provoked themselves.
But it is impossible to hold with such tranquility states constituted like that of France. Hence arose those frequent rebellions against the Romans in Spain, France, and Greece, owing to the many principalities there were in these states, of which, as long as the memory of them endured, the Romans always held an insecure possession; but with the power and long continuance of the empire the memory of them passed away, and the Romans then became secure possessors. And when fighting afterwards amongst themselves, each one was able to attach to himself his own parts of the country, according to the authority he had assumed there; and the family of the former lord being exterminated, none other than the Romans were acknowledged.
When these things are remembered no one will marvel at the ease with which Alexander held the Empire of Asia, or at the difficulties which others have had to keep an acquisition, such as Pyrrhus and many more; this is not occasioned by the little or abundance of ability in the conqueror, but by the want of uniformity in the subject state.

Science, to the ordinary reader of newspapers, is represented by a varying selection of sensational triumphs, such as wireless telegraphy, airplanes, radio-activity, and the marvels of modern alchemy. It is not of this aspect of science that I wish to speak. Science, in this aspect, consists of detached up-to-date fragments, interesting only until they are replaced by something newer and more up-to-date, displaying nothing of the systems of patiently constructed knowledge out of which, almost as a casual incident, have come the practically useful results which interest the man in the street. The increased command over the forces of nature which is derived from science is undoubtedly an amply sufficient reason for encouraging scientific research, but this reason has been so often urged and is so easily appreciated that other reasons, to my mind quite as important, are apt to be overlooked. It is with these other reasons, especially with the intrinsic value of a scientific habit of mind in forming our outlook on the world that I shall be concerned in what follows.

This is the logical ideal, but between the ought to be of Logic and the is of practical life, there is a vast difference. How seldom do we conceive words in their full meaning! And who is to instruct us in the full meaning? It is not as in the exact sciences, where we start with knowledge of the full meaning. In Geometry, for example, we learn the definitions of the words used, "point," "line," "parallel," etc., before we proceed to use them. But in common speech, we hear the words applied to individual objects; we utter them in the same connection; we extend them to other objects that strike us as like without knowing the precise points of likeness that the convention of common speech includes. The more exact meaning we learn by gradual induction from individual cases. The individual's extension of the name proceeds upon what in the objects has most impressed him when he caught the word: this may differ in different individuals; the usage of neighbors corrects individual eccentricities. The child in arms shouts "Da" at the passing stranger who reminds him of his father; for him at first it is a general name applicable to every man; by degrees he learns that for him it is a singular name.
It is obvious that to avoid error and confusion, the meaning or connotation of names, the concepts, should somehow be fixed; names cannot otherwise have an identical reference in human intercourse. In the legends of the Gautama, the first men ate the earth, and found it deliciously sweet.
Nature seems to exist for the excellent. The world is upheld by the veracity of good men: they make the earth wholesome. They who lived with them found life glad and nutritious. Life is sweet and tolerable only in our belief in such society, and actually or ideally we manage to live with superiors. We call our children and our lands by their names. Their names are wrought into the verbs of language, their works and effigies are in our houses, and every circumstance of the day recalls an anecdote of them.
The search after the great is the dream of youth and the most serious occupation of manhood. We travel into foreign parts to find his works—if possible, to get a glimpse of him. But we are put off with fortune instead. The third characteristic contribution that the United States has made to civilization has been the safe development of suffrage. The experience of the United States has brought out several principles with regard to the suffrage that have not been clearly apprehended by some eminent political philosophers.
In the first place, American experience has demonstrated the advantages of a gradual approach to universal suffrage over a sudden leap. Universal suffrage is not the first and only means of attaining democratic government; rather, it is the ultimate goal of successful democracy. It is not a cure-all for political ills; on the contrary, it may itself easily be the source of great political evils. When constituencies are large, it aggravates the well-known difficulties of party government; so that many of the ills which threaten democratic communities at this moment, whether in Europe or America, proceed from the breakdown of party government rather than from failures of expanded suffrage. The methods of party government were elaborated where suffrage was limited and constituencies were small. Manhood suffrage has not worked perfectly well in the United States, or in any other nation where it has been adopted, and it is not likely very soon to work perfectly anywhere. It is like freedom of the will for the individual—the only atmosphere in which virtue can grow, but an atmosphere in which vice can also grow. Like freedom of the will, it needs to be surrounded with checks and safeguards, but is the supreme good, the goal of perfected democracy.

Some twenty-one years ago I heard the first great anarchist speaker—the inimitable John Most. It seemed to me then, and for many years after, that the spoken word hurled forth among the masses with such wonderful eloquence, such enthusiasm and fire, could never be erased from the human mind and soul. How could any one of all the multitudes who flocked to Most's meetings escape his prophetic voice! Surely they had but to hear him to throw off their old beliefs, and see the truth and beauty of anarchism!
My one great longing then was to be able to speak with the tongue of John Most,—that I, too, might thus reach the masses. Oh, for the naivety of youth's enthusiasm! It is the time when the hardest thing seems but child's play. It is the only period in life worthwhile. Alas! This period is but of short duration. Like spring, the Sturm und Drang period of the propagandist brings forth growth, frail and delicate, to be matured or killed according to its powers of resistance against a thousand vicissitudes.
My great faith in the wonder-worker, the spoken word, is no more. I have realized its inadequacy to awaken thought, or even emotion. Gradually, and with no small struggle against this realization, I came to see that oral propaganda is at best but a means of shaking people from their lethargy: it leaves no lasting impression. The very fact that most people attend meetings only if aroused by newspaper sensations, or because they expect to be amused, is proof that they really have no inner urge to learn.
It is altogether different with the written mode of human expression. No one, unless intensely interested in progressive ideas, will bother with serious books. Anarchists or revolutionists can no more be made than musicians. All that can be done is to plant the seeds of thought. Whether something vital will develop depends largely on the fertility of the human soil, though the quality of the intellectual seed must not be overlooked.
In meetings the audience is distracted by a thousand non-essentials. The speaker, though ever so eloquent, cannot escape the restlessness of the crowd, with the inevitable result that he will fail to strike root. In all probability he will not even do justice to himself.

Although to this law we owe the discoveries of unknown worlds, the inventions of machinery, swifter modes of travel, and clearer ideas as to the value of human life and thought, yet each successive change has met with the most determined opposition. Fortunately, progress is not the result of pre-arranged plans of individuals, but is born of a fortuitous combination of circumstances that compel certain results, overcoming the natural inertia of mankind. There is a certain enjoyment in habitual sluggishness; in rising each morning with the same ideas as the night before; in retiring each night with the thoughts of the morning. This inertia of mind and body has ever held the multitude in chains. Thousands have thus surrendered their most sacred rights of conscience. In all periods of human development, thinking has been punished as a crime, which is reason sufficient to account for the general passive resignation of the masses to their conditions and environments.
Again, "subjection to the powers that be" has been the lesson of both church and state, throttling science, checking invention, crushing free thought, persecuting and torturing those who have dared to speak or act outside of established authority. Anathemas and the stake have upheld the church, banishment and the scaffold the throne, and the freedom of mankind has ever been sacrificed to the idea of protection. During the period of his work on the Mass, and for some time before, Beethoven's thoughts were occupied more or less with that stupendous work, the Ninth Symphony, sketches for which began to appear already in 1813, shortly after his meeting with Goethe. That Beethoven looked up to Goethe ever after as to a spiritual mentor, studying his works, absorbing his thought, is plain. In projecting this symphony he may very well have designed it as a counterpart to Faust, as has been suggested. Actually begun in 1817, it had to be laid aside before much had been accomplished on it, in favor of the Mass in D. This gave him plenty of time to mature his conception of the work; and this ripening process, covering a period of ten years from its first inception, was one of the factors which helped him achieve his wondrous result. While the world pays respectful tribute to Rembrandt the artist, it has been compelled to wait until comparatively recent years for some small measure of reliable information concerning Rembrandt the man. The sixteenth and seventeenth centuries seem to have been very little concerned with personalities. A man was judged by his work which appealed, if it were good enough, to an ever-increasing circle. There were no newspapers to record his doings and, if he chanced to be an artist, it was nobody's business to set down the details of his life. Sometimes a diarist chanced to pass by and to jot down a little gossip, quite unconscious of the fact that it would serve to stimulate generations yet unborn, but, for the most part, artists who did great work in a retiring fashion and were not honored by courts and princes as Rubens was, passed from the scene of their labors with all the details of their sojourn unrecorded.
Rembrandt was fated to suffer more than mere neglect, for he seems to have been a light-hearted, headstrong, extravagant man, with no capacity for business. He had not even the supreme quality, associated in doggerel with Dutchmen, of giving too little and asking too much. Consequently, when he died poor and enfeebled, in years when his collection of works of fine art had been sold at public auction for a fraction of its value, when his pictures had been seized for debt, and wife, mistress, children, and many friends had passed, little was said about him. It was only when the superlative quality of his art was recognized beyond a small circle of admirers that people began to gather up such fragments of biography as they could find.

And here, doubtless it was believed, in the house to which the body was consigned, the ghost lived on. And as each ghost had his house with the body, so no doubt all ghosts could communicate with one another from tomb to tomb; and so there grew up the belief in a tomb-world, a subterranean Egypt of tombs, in which the dead Egyptians still lived and had their being. Over this dread realm of dead men presided a dead god, Osiris of Abydos.
Now none could live without food, and men living under the earth needed it as much as men living on the earth. The royal tomb was thus provided with an enormous amount of earthly food for the use of the royal ghost. The third characteristic contribution that the United States has made to civilization has been the safe development of suffrage. The experience of the United States has brought out several principles with regard to the suffrage that have not been clearly apprehended by some eminent political philosophers.
In the first place, American experience has demonstrated the advantages of a gradual approach to universal suffrage over a sudden leap. Universal suffrage is not the first and only means of attaining democratic government; rather, it is the ultimate goal of successful democracy. It is not a cure-all for political ills; on the contrary, it may itself easily be the source of great political evils. When constituencies are large, it aggravates the well-known difficulties of party government; so that many of the ills which threaten democratic communities at this moment, whether in Europe or America, proceed from the breakdown of party government rather than from failures of expanded suffrage. The methods of party government were elaborated where suffrage was limited and constituencies were small. Manhood suffrage has not worked perfectly well in the United States, or in any other nation where it has been adopted, and it is not likely very soon to work perfectly anywhere. It is like freedom of the will for the individual—the only atmosphere in which virtue can grow, but an atmosphere in which vice can also grow. Like freedom of the will, it needs to be surrounded with checks and safeguards, but is the supreme good, the goal of perfected democracy.
Secondly, like freedom of the will, expanded suffrage has an educational effect that has been mentioned by many writers, but seldom been clearly apprehended or adequately described. This educational effect is produced in two ways. In the first place, the combination of individual freedom with the social mobility a wide suffrage tends to produce permits the capable to rise through all grades of society, even within a single generation; and this freedom to rise is intensely stimulating to personal ambition. Thus capable Americans, from youth to age, are bent on bettering themselves and their conditions. Nothing can be more striking than the contrast between an average American laborer conscious that he can rise to the top of the social scale and a European worker who knows that he cannot rise out of his class and is content with his hereditary classification.
In the second place, it is a direct effect of a broad suffrage that the voters become periodically interested in the discussion of grave public problems. In no field of human endeavor have the fruits of the introduction of steam and electrical power been more striking than in the methods of reaching multitudes of people with instructive narratives, expositions, and arguments. The multiplication of newspapers, magazines, and books is only one of the immense developments in the means of reaching the people. The interest in the minds of the people that prompts to the reading of these multiplied communications comes from the frequently recurring elections. The more difficult the intellectual problem presented in any given election, the more educative the effect of the discussion.
In these discussions, the people who supply the appeals to the receptive masses benefit alongside them. There is no better mental exercise for the most highly trained person than the effort to expound a difficult subject in so clear a way that an untrained person can understand it. The position of the educated and well-to-do is a thoroughly wholesome one in this respect: they cannot depend for the preservation of their advantages on land-owning, hereditary privilege, or any legislation not equally applicable to the poorest and humblest citizen. They must compete. They cannot live in a too-safe corner.
